The tip line accepts non-emergency intelligence from an active public payphone and creates a durable record for authorized law roles. This guide remains a draft while the two-client walkthrough remains unverified - dialling, speaking, being overheard, the masked caller, the authorized read, the trace delay and its disclosure, the cooldown, and a mid-call disconnect - and while the disclosed identity still lacks its safe durable reference.

Submit a tip from a public booth

Use the tip-line keypad code or /payphone at an active public booth. Mobile phones, burners, and prison booths cannot reach this endpoint, and the call is toll-free.

Speak normally after connection. Filtered local speech becomes the transcript while nearby characters hear the same mask-aware phone speech. Hanging up or reaching the current bounded call limit submits a non-empty transcript. An empty call creates no tip.

Movement away, death, disconnect, instance change, booth removal, or service disablement uses the ordinary payphone cleanup. Any transcript already spoken is intended to submit once when termination occurs.

Understand anonymity

The durable record snapshots booth number and label. Routine authorized views do not reveal the caller. Nearby witnesses can still overhear and physically recognize the caller’s presented in-character identity.

A payphone is therefore anonymous to ordinary record readers, not physically invisible. Tips create no caller reward, dispatch call, automatic charge, wanted state, or punishment.

Review tips as an authorized role

Eligible on-duty law members receive a content-free new-tip notice and use the tips actions under /mdc to list and read records. Routine detail includes booth metadata, transcript, age, and investigation state.

A separately authorized lab request can begin delayed identity investigation. Completed disclosure is roleplay intelligence only. The disclosed identity does not yet use the safe durable contextual reference required by the spec, so the investigation result remains unavailable for publication.

Persistence and recovery

Tip, booth snapshot, hidden caller linkage, investigation request, disclosure, and access records persist. Pending investigations survive reconnects/restarts and mature lazily when an authorized reader opens them.

  • Call ends with no speech: no record or durable cooldown is created.
  • Submission fails: no partial tip should remain; verify through the owning role rather than redialing repeatedly.
  • MDC reference is stale: reopen the current list.
  • Investigation is pending: wait; there is no caller-side cancellation or progress control.
  • Caller lifecycle interrupts: the booth and receiver should release through phone cleanup; preserve stuck state for support.

Transcript limits, cooldowns, trace timing, identity algorithms, access monitoring, and operational investigation tactics are intentionally omitted; use the in-game booth keypad and generated command panel for current entry.
